LRT අවශ්‍යද?

මේක අතිශයින් වැදගත් ප්‍රශ්නයක්. පලවෙනි අදියර එනම් JICA කොටසම ඩොලර් බිලියන 2.2 නිසා පමණක් නෙවෙයි මෙහි අවශ්‍යතාවය ගැන ඇති ප්‍රශ්න නිසා. නමුත් බොහෝ දෙනෙක් මේ ගැන මතු කෙරේ වෙනත් කරුණු.

මේ ව්‍යාපෘතිය ආරම්භයට පෙර ලේඛකයා දරපු මතය තමයි මේක අනවශ්‍යයි යන්න. අපේ රටේ නාගරික තදබදය කළමනාකරණය කරන්න මේක උත්තරය නෙමෙයි, ආර්ථික වශයෙන් බැලුවත් අස්තාවරයි. සමාජයීය යටිතල පහසුකම් මත කරන ආයෝජනයක් විදියට බලද්දී වියදම අඩුවුනත් නාගරික ප්‍රවාහන ගැටලුව මේකෙන් විසදෙන්නති බව තමයි ප්‍රකාශ වුනේ. නමුත් කවුරු කොහොම කිව්වත් ව්‍යාපෘතිය ඉස්සරහට ගියා. බොහෝ අයගේ මේ ගැන තිබිච්ච සෘණාත්මක මතවාද වෙනස් කරන්න පින්තූර සමත් වුණා. පසු කාලීනව අපත් මේ ව්‍යාපෘතිය ගැන ධනාත්මකව කතා කරපු අවස්ථා තිබුණා. නමුත් LRT කියන්නේ කොන්ක්‍රීට් නගරයක සාධකයක්.

මෙතන හැමෝම අගයකරන විශේෂ දෙයක් තියනවා. ඒ මුදල් ලැබෙන්නේ ජපානයේ JICA ආයතනයෙන් සහ සහනදායී ලෙස බව, එනම් මේ මුදල් අපිට ලැබෙන්නෙ උපරිම පොලිය සියයට දශම එකක් තරම් අඩුවට එමෙන්ම අවුරුදු හතළිහක් දක්වා කාලයක් තුළ ගෙවෙන විදිහට.

නමුත් පරමාර්ථ ඉටුවෙයිද?

මේ රජය ආපුවම තත්ත්වය ගැන වෙනස් පින්තූරයක් පෙන්නුවේ. ඒ ඔය ව්‍යාපෘතිය ඊට වැඩිය අඩු මුදලකට කරන්න පුළුවන් බව චීනෙත් එක්ක. ඒක වෙන්න පුළුවන් මොකද ජපානෙන් බඩු ගන්නවට වැඩිය චීනෙන් ලාභයට අනිවාර්යෙන් ගන්න පුළුවන්. කොමිස් ගැන කියන්න දන්නේ නෑ මොකද ආණ්ඩු දෙකම ඒවාට කුප්‍රකට නිසා. ඒ වගේම පොළියත් වැඩිවෙයි හය ගුණයක් විතර.

LRT ව්‍යාපෘති වාර්තා සලකා බැලීමේදී ජයිකා ආයතනය පවා අපක්ෂපාතී ලෙස සලකන්න බැහැ. මොකද ඔවුන් මේකෙන් ප්‍රතිලාභ ලබන කොට්ඨාශයක් නිසා. එමෙන්ම මේ පිළිබඳව ක්‍රියාත්මක වෙන න්‍යායාචාරීන් ගේ සහ නිලධාරීන්ගේ ප්‍රකාශ ගැන පවා සැක මතුවෙනව ඔවුන් ක්‍රියාත්මක වෙන්නෙ රට වෙනුවෙන්ද යන්න ගැන.

මොකක්ද එතකොට උත්තරය?

මේ මුදල අපි යොදවන්න යන්නේ මාලබේ සිට කොටුවට ඇති ෆ්ලෝ එක අවම කරන්න. නමුත් මේ මුදලෙන් අඩකින බස් ප්‍රවාහන ක්‍රමවේදය නවීකරණය කලහැකියි, මුළු කොළඹ දිස්ත්‍රික්කයම ආවරණය වන පරිදි. එමෙන්ම ක්ෂුද්‍ර ප්‍රවාහන ක්‍රම, සහ සචලතාවේ නව ප්‍රවණතා සලකාබැලිය යුතුයි, විශේෂයෙන්ම කොවිඩ් වසංගතය සමග කරලියට පැමිණි.

ප්‍රධාන වශයෙන්ම විසඳුම් හෙවිය යුත්තේ ගැටලුව ඇතිවීමේ මුලාශ්‍රයට, එනම් අවශ්‍යතා පාලනය. විය යුත්තේ නාගරිකකරණය නෙමෙයි, නගරය කොළඹින් ඉවතට ගෙන යාම. කිසිම රජයක් නොකරන්නෙත් ඒමයි. රජයේ කාර්යාල පමණක් නෙමෙයි ප්‍රධාන පාසැල්, ජාතික රෝහල, හිර ගෙදර, පහළොස් දාහක් විතර වැඩ කරන ජනාධිපති අගමැති කාර්යාල පවා නගරයෙන් ඉවතට ගෙන යා යුතුයි. ඔය පාසැල් නිසා තමයි ආයතන කොළඹින් පිට ගෙනියනවාටත් අතිවිශාල ප්‍රමාණයක් නිලධාරීන් සහ දේශපාලකයන් විරුද්ධ. මොකද ලමයිගේ අධ්‍යාපනයත් එක්ක කොළඹට වෙලා රස්සාවල් කරන්න පුළුවන් නිසා.

කොළඹ ජාතික රෝහල වගේ අනවශ්‍ය සහ අකාර්යක්ෂම පරිදි විශාලවූ රෝහලක් දැනුවත්ව ආසියාවේ කිසිම රටක නෑ. විමධ්‍යගත වීම නෙමෙයි වෙන්නේ තවදුරටත් හැමදේම මධ්‍ය කරණය කිරීම. තියෙන ඒවා මදිවට අලුතිනුත් කෑලි කෑලි එකතු කරනවා. ජාතික රෝහල පමණක් නෙමෙයි නුවර රෝහලේ පවා වෙන්නේ මේක. අලුතින් හදන පිළිකා මධ්‍යස්ථානය පවා හදන්නේ ඒ හිරවෙච්ච ඉඩ තුළ. නගරයටයි රෝහලටයි දෙකටම හොඳ නැති උනත්.

වැරදියට අර්ථකථනය කරපු MCC එකෙන් පවා යෝජනා වුනේ මධ්‍යගත වෙලා තියෙන නගරය ඉවතට ගෙන යෑම. අවාසනාවකට වගේ අපි ඒක දැක්කේ කොරිඩෝවක් විදියට.

නාගරික තදබදය විසඳන්න නගරෙ ඉවතට ගෙන යෑම එකපාර කරන්න බැරි දෙයක්. එතකං ප්‍රවාහන ප්‍රශ්න විසඳිය යුත්තේ බස් ප්‍රවාහනය කාර්යක්ශම කිරීමෙන්. බස් මං තීරු ඇතිකිරීමෙන් සහ ඊළඟට BRT ක්‍රමය හඳුන්වාදීමට ඇති ඉඩ සලකාබැලීමෙන්. එමෙන්ම සම්පූර්ණයෙන් අවුල් සහගත තත්ත්වයක පවතින පෞද්ගලික බස් රථ අයිතිවාසිකම් සහ මාර්ග සැලසුම් ක්‍රමවේද නැවත සලකා බැලීම. අපි පොඩි කාලේ දැකපු බස් ප්‍රවාහනය වත් අද නොදැකීම අවාසනාවක්.

බස් මංතීරු සහ ඒවා BRT ක්‍රමවේදයක් දැක්වා ගෙනයාම සැලසුම් සහගත වියයුතුයි, ගහෙන් ගෙඩි එනවා වගේ කරන පයිලට් ප්‍රොජෙක්ට් වලින් වෙන්නේ මාර්ග භාවිතා කරන්නන් මේ ක්‍රමවේද වලට වයිර කිරීම පමණයි. බස් ප්‍රමුකතා මාර්ග වලින් කාර් වලට පහසුකම් සැපයීමක් තමයි අප දැක්කේ.

Update: Above has been added on October 2019: අපි බිලියන 400ක් යටකරන්න ගියා මාලඹේ – කොටුව ප්‍රශ්නය විසදන්න. නමුත් ඒකෙන් අරික්කාලකින්, එනම් රුපියල් බිලියන 50 කින් මුළු රටේම පොදු ප්‍රවාහන ගැටළු වසර දෙකක් තුළ විසඳන්න පුළුවන් බව මහාචාර්ය අමල් කුමාරගේ නිවුස් ෆස්ට් වැඩසටහනකදී පැවසුවා.

මූලිකවම මෙවන් අති විශාල ආයෝජන ව්‍යාපෘති පිළිබඳව තීරණ ගතයුත්තේ දීර්ඝ කාලීන ජාතික ප්‍රවාහන ප්‍රතිපත්තියක් මත පිහිටා. නමුත් අවාසනාවට මෙන් නොවෙන්නෙත් ඒකයි.

Not a Policy, a draft framework here National Transport

මේ රජයේත් ප්‍රතිපත්ති පැහැදිලි නෑ. එක්කෙනෙක් කියනවා LRT නැවත සලකා බලනවා කියල. තව කෙනෙක් කියනවා සම්පූර්ණයෙන් අත් හැරියා කියලා. අත්හරිනවා නම් මේ LRT ව්‍යාපෘතිය සම්පූර්ණයෙන්ම අත්හැරිය යුතුයි. ඒක රටට හොඳක් වෙයි. නමුත් ගිනි පොලී චීන ණය වලින් ආපහු කරන්න නෙමෙයි. එමෙන්ම මහාමාර්ග පාදක වූ වෙනත් ක්‍රමවලින් කරලියට ගේන්නත් නොවෙයි.

Dimantha De Silva  I appreciate your interest on finding a solution to the transport issue in the country and as many people who use the transport system, have some kind of opinion on how we can solve the issue. However, any solution must be based on multiple criteria not one dimensional. Further, the solution cannot be made just with one mode. So in a way you are right that LRT will not solve the whole issue. The solution has to be based on multiple fronts including providing Transport infrastructure like Railway lines, LRT/Metro/monorail, Buses, building roads, optimizing existing infrastructure like traffic signals, addressing bottlenecks and other traffic management strategies. What you are suggesting is another important parameter in Transport, that is the change in land use that has a direct impact in Transport which is linked together. Your suggestion is a valid solution but practically failed over the years which has been tried by several governments.

I would like to correct couple of things in your comment.

1. The cost of LRT is not 2.2 billion USD. The actual construction cost is 1.4 Billion USD. This 2.2 number is misused by people who wants the project to be stopped. The loan agreement is for 2.2 because when loans are signed you need to make sure you are covered for unforeseen as once signed you cannot change the number. The remaining 800 million consists of 300 mil VAT, 300 million Price escalation and Contingencies. remaining are for land acquisition, consultancy fees etc. Further, this number is what was estimated at Feasibility and has already reduced with engineering estimates done and changes done during detail designs. This is expected to go down further during competitive bidding that will be part of procurement.

2. that the Feasibility study is questionable. This study has been done with proper transparencies unlike other projects. Even now the study report is available for anyone to challenge. It was advertised for several months for General public to comment, and also a proper EIA process has been followed. Has been presented in many forums including many professional bodies, public presentations at divisional secretariat levels, with each individuals affected.
3. You are right that there were debates in the ministry about the project and that is why this is not a political project, we had to convince the ministers and all gov. officials. On top of that a group of people who had been sabotaging all the transport projects for last 30 year were lobbying against it and we countered with data and analytical basis to which they were unable to reply to. Therefore it is incorrect that this project was based on political motivation and also based on personal gain. This project is for the people of Sri lanka.

Just getting back, to the topic, this project has a EIRR of more than 20% which is a very high return for the cost. The problem is that how the projects are been prioritized. If there is a financial burden then how can you justify constructing 3 expressways, Central expressway 3 and 4, Ruwanpura expressway and Elevated expressway. Ruwanpura expressway for a fact is about 1.4 billion USD and with a return close to 11%.

  • Honor your detailed response, in the first place my appreciation for undertaking the responsibility which we don’t see nowadays with officials.
    I work on corporate mobility solutions, know that its different from the public transportation where the EIRR you mentioned has no room to play. Still, I reckon that EIRR needs to be considered in this sort of projects.

    Responding on the same lines;
    1….I know the costs, in fact, the segregation in rolling stock, infrastructure and services too. And know the Chinese stuff is much cheaper and the restrictions of JICA in transferring the business to their companies. Well, they lend us for less, so that’s fine. But my concern is your solution resolving the issue only.

    2. JICA study, I haven’t seen it analyzed the broader picture, where they factored the direction of Colombo in 2030 and beyond in a visionary manner. What I mean is the countermeasure, with what I have mentioned in taking the city away, Linear cities. And not even the national physical plan in justifying the project and the expenditure.
    I never said a political hand behind the project, as I cannot substantiate such.

    3. More importantly, your comparison of EIRR with Central and Ruwanpura expressway, etc shouldn’t be a factor here. As those are measures in taking the city away from the western province, of which you already agreed.
    BTW, I am not connected to any of the sabotagers you mentioned here, I’m in the private sector only.

    On the Mega police transport masterplan, you speak of numerous projects to be done (JICA LRT is limited to just a couple of lines amidst 8 pages of the project list). Since 2016 what has been done on the rest of the masterplan?
    Just a couple of things done, like water transport initiatives. Ironically sidelining all the rest which you can do with a fraction of the LRT cost has been neglected!!!

    On the BUS thing, the MASTERPLAN failed to recognize the failure of the current private bus system and the need for consolidation. This should have been a primary concern if its a masterplan.

    The focal point is we have much bigger priorities and its sad we prioritizing the highest costed projects which cover just a limited area (in fact where I live but I cannot be selfish)

    1. The JICA Line will only resolve the people traveling on that corridor it will not solve the whole issue,
    2. JICA FS is only on this line. Their study that looks at the broader picture of the city should grow the have considered in the ComTrans Study done in 2013. But this is not a transport planners task rather it is a urban planners task or a part of a urban structure plan.
    3. I very well know you are not part of the sabotages, The ones are behind the current sabotage not only on the LRT but on the other Rail development as well.

    You are correct that project implementation has been poor. Once the masteplan was created my role was done. The responsibility was handed over to two project officers. One dedicated to the JICA LRT and the other Transport Development Project (TDP). Sadly the TDP who were responsible for the Masterplan have failed to continue the implementing the projects outline. If you see the timing of the projects in the MP, the objective was to commence all the studies fro longer term high cost projects to see whether it will be feasible and look for funding. Start the short/medium term projects witihin 1 year. Some of the completed projects and status
    1. JICA LRT FS completed, Project implemented
    2. PPP LRT FS completed (which i feel is wrong) and Project partly initiated.
    3. Suburban railway FS on all three lines completed, Detail designs completed and Financing available with ADB. KV line was start construction 2021 but stopped by treasury.
    4. Water transport in dehiwela canal tenders floated but stopped at proposal stage.
    5. Water transport in beire lake not that profitable with passenger transport but leisure activities started with site seing tours
    6. Identification of bottlenecks started with RDA and police personally by me but implementation very slow. One now happening near ayuvedha junction.
    7. Enforcement of traffic laws through CCTV cameras was started and almost gone to implementation level but sabotaged by RDA official who had a different agenda
    8. regulation of School vans/Taxis started half way
    9. introduction of flexible work hours, the pilot study started in battaramulla but not continued
    10. creating the specification for low floor bus service completed but not continued as project because the said group wanted a hand in any project related to buses.
  • Dimantha De Silva The solution through buses is well identified in the MP. That is we need to upgrade the buses to higher quality bus service and change the role of the buses to more feeder buses to rail and LRT rather than making them the main mode. Dont agree with BRT or Bus lanes as it is not practical in a country like Sri Lanka with our urban foot print. I dont want to discuss it further but when we meet i can explain it to you. The sad part is the group that has been sabotaging all the rail projects including LRT taking the ownership of buses and not delivering. For fact the only thing that has been done for the buses is actually including the google transit ( that is the details of buses to google maps) done by my team as a separate project. there have been couple of people from the group getting closer to the current government and actually providing the wrong advice and basically destroying the transport sector.

  • BRT was just a single word of my post, much more can do around the Buses. Don’t you think the MP needs to have the need of having bus companies, not individual ownerships?… Even if you bring in a Low Floor it will not be sustainable in this system. First you pros need to work on a system change, otherwise what will happen is to keep blaming the failures.
  • I blame not only the politicians, the transport professionals, and officials collectively for the mess we are in today!!!!!

The way we Stopped LRT!

2020 ජූනි මාසේ රජය තීරණය කළා #LRT ව්‍යාපෘතිය නවත්තල දාන්න.
2021 දී කළමනාකරණ ගාස්තු විදිහට බිලියන 5.8 ජපන් සමාගමකට ගෙවන්න කියලා demand කරල තියෙනව, නමුත් අපි ඒවා එකවුන්ට් කරල නැහැ කියල තව ප්‍රශ්නයක්.

මේකත් ඛේදවාචකයක්!
ඕනෑම එකඟතාවක තියෙනවා force majeure කියලා එකක් එනම් පෙර නොදැකපු එමෙන්ම පුරෝකතනය නොකරපු සිදුවීමක් මත ව්‍යාපාර, ව්‍යාපෘති අත්හිටුවීමේදී වන්දි නොගෙවීමට.
LRT අවලංගු කිරීම් කරද්දි මුළු ලෝකෙම Covid වසංගතයට මුහුණපාලා, Mass Transit එනමි මහා පරිමාණ ප්‍රවාහන ක්‍රම තවදුරටත් ලෝකයේ අනාගතයට, මෙගා නගර නොවෙන තැන් වලට අනවශ්‍ය දෙයක් බව පැහැදිලි වෙලා. මේ කරුණු අනුව රජයට අදාල සමාගම සමඟ සාකච්ඡා කරල මේ force majeure condition එක මත කිසිදු වන්දියක් නැතුව මෙය අවලංගු කර ගන්න අවස්ථාව තිබුණා.

අපේ සැහැල්ලු දුම්රිය ව්‍යාපෘතිය කොහොමත් සුදු අලියෙක් වෙන බව කලින්ම කිව්වා. ඊලඟට ආපු වසංගතය සංචරණ සීමා කිරීම, ව්‍යාපාර සඳහා කරන ගමනාගමන වෙනස් වීම් සදාකාලික වෙන බව ලෝකෙම කිව්ව. කමෙන්ට් වල ඇති අවලංගු කිරීම ගැන පැහැදිලි කිරීම් .
අවලංගු කරන තීරණය හරි, නමුත් ක්‍රමය වැරදියි, බිලියන 5.8 ක් අපිට කජු ඇට කොස් ඇටද ⁉️
